The Chief of security in Tripoli said it was the work of a sleeper cell financxed by Gaddafi supporters in Algeria and Tunisia. There have been frequent reports of arms smuggling been intercepted by Tunisian security forces both on th border and inside Tunisia. This adds wait to Libyan calls for countruies to extradite members of the former regime to Libya.  Baghdadi Ali al-Mahmoudi Gadaffi's former prime minister was recently extradited from Tunisia to Libya. Abdullah Al- Senussi Gadaffi's intellegence chief is being held in Mauretania for entering the country with a false passport. Saadi Gaddafi is under house arrest in Niger.

There is undoubtedly a network of former regime supporters who can cause isolated incidents such as car bombs or targeted assasinations, whether they could mount a concerted action against the new regime only time will tell.
