The organization of an opening ceremony of the judicial year allows you to regularly review the achievements of the judiciary. It also aims to update the judicial reform process in line with the aspirations of the citizens who expect an improvement of this system in terms of performance and decisions. Recognizing the importance of the mission of justice in the establishment of the rule of law, the preservation of human dignity, rights and freedoms, we have from the beginning, interested in law and justice and we have always tried to give them priority in the reforms, as the basis for building the foundation of the State, of the consecration of democracy and the establishment of good governance. From there, we conducted a review of our legal system as part of our national ideals, humanitarian values and respect for international charters. We could not engage in the review of the legislative arsenal without providing our support to the judiciary by strengthening its authority and increasing its human resources in all specialties through basic training in the various sections and legal control the workings of the justice sector, both domestically and abroad. Our concern was also to provide the resources sector can promote the judiciary so as to enable it to fully assume its responsibilities, along with the acceleration of the system of administrative tribunals.

Our meeting takes place in a context where we are working to establish the dynamics of the reforms we have undertaken to complete the construction of the Democratic base in our country and realize the aspirations of our people. We have given priority to the justice sector not only to improve the capacities of justice contribute to the national effort of moralization of public life and fight against crime, corruption and social evils, but also to allow the judiciary to assume the role assigned to it in a changing society.
Ladies and Gentlemen,
Consultations on political reforms recently held with the parties, the national figures and representatives of civil society have allowed us to prepare draft laws related to the exercise of civil rights and political life in order to strengthen democracy and broaden the participation of citizens in political action. We are going to important political events which reveal broad prospects where there is democracy that has all the necessary elements and that will restore confidence between the citizen and parliamentary institutions at all levels, and where the legal system must assume a role to lead the overall process of reform. Thus, everyone will be under the control of justice and folds therefore, its decisions in all matters relating to national maturity or exercise of political rights or otherwise. The Authority is not exempt from such control or the obligation to implement the decisions of justice. All rights, freedoms, authorities and powers will be exercised in strict compliance with the law and under the control of justice. No doubt the appropriateness of the use of judges in monitoring elections in the upcoming deadlines will be established which will devote their role in the establishment of democracy, transparency and free and fair competition between different political forces. This is also a proof of the success of the reform of the justice sector in achieving the goals that were set, including the restoration of public confidence of litigants in general and in particular, their judicial system. A system has now proven skills and performance through the sustained efforts made by the corporation of justice as a whole.

Our ambition has always been to bring about justice in society and to promote the quality of the relationship between justice and litigants in order to restore confidence between the people and institutions. This is to meet all the conditions guaranteeing a return to normal and peaceful life and a continuation of the country's progress towards the completion of reforms on solid foundations that meet the established criteria for building a modern state.
Along with the legislative and executive, the judiciary is an integral part of the authority of the state and is therefore responsible for enforcing the Constitution and laws of the Republic, to ensure the protection of human rights, rights and security of citizens and their property. Hence the increased importance of continuing the process of improving the performance of justice in the handling of cases brought before it and in its relations with the citizens. And it remains dependent on the behavior of judges, their impartiality, their respect for professional ethics, their concern for the interest and good performance through objective and quick verdicts in accordance with law. The judge is thus required to maintain confidence, to apply the law in all loyalty and independence and a good performance in obeying only the law and that his conscience.

It would do justice to acknowledge that today all the credit due to the corporation in achieving equity in our country to meet the aspirations of the people to justice and equality before the law. I also greet all those who contributed to the realization of reforms in the justice sector and others. In all these the merit in transforming visions and aspirations into reality and achievements devoting the foundations of a modern state where only the law is sovereign.
