He graduated in Economics and Political Science from Cairo University in 1975, then earned a master's degree in political. science in 1980 and a doctorate in political science in 1985, both from the University of Pittsburgh. He taught strategic planning at Pittsburgh for several years.He is an international communicator par excellence and worked on a number of leadership training programmes in the Arab world.
From 2007 to early 2011, he served in the Gaddafi regime as head of the National Planning Council of Libya and of the National Economic Development Board of Libya. While there, he was a protégé of Saif al-Islam Gaddafi and promoted privatization and liberalization policies. He broke with the regime in the early stages of the revolution but his past connection with the Gaddafi regime has meant that he was unable to stand in the current election. In 2012 he was elected leader of the National Forces Alliance and is the spokesman and leader of a fifty paries alliance.
Should the alliance be successful in the elections Jibril will have played a substantial role in this, and as his picture appeared as the election poster for the alliance he achieved instant recognition which may well have helped gain votes. He resigned from the NTC as he said he would at the end of the revolution with the fall of Sirte and the death of Gaddafi. He had his opponents in the NTC who felt he was perhaps to eager for power but he has mananged to communicate well to the electorate covering concerns over the economy and security
