A North African summit in Tunisia in October 2012

Prime Minister Abdelilah Benkirane said on Friday in Tunis that there was "a consensus to transform the North African summit to be held in October 2012 in Tunisiainto a solid foundation to revive the AMU".

He said that Tunisia and Morocco share the same views on the need to push  bilateral relations to higher level and to work closely to revive the  edifice of the Maghreb.

President Moncef Marzouki and Prime Minister Benkirane  emphasized in an interview at the Palais de Carthage, "their bilateral political move made by the UMA represents a strategic necessity." 

Mr Benkirane said on his arrival in Tunisia  on Thursday that the Arab Maghreb Union is "irreversible".

The Arab Maghreb Union was founded in Marrakech in 1989 but divisions between its members particularly concerning the Western Sahara and the disagreement between Algeria and Morocco together with the closure of their borders since 1995 have blocked the development of the Union.

Last year their were encouraging meetings at ministerial level between Algeria and Morocco which led to hopes of a resolution of the issue of the  opening  of the border and US Secretary of State Hilary Clinton recently expressed her frustration that no agreement has so far been forthcoming. The lack of progress on negotiations at the UN and the withdrawal of confidence by Morocco in the UN Secretary General 's special representative Christopher Ross leaves a solution to the Western Sahara issue still in abeyance.

However continued commercial contacts and developments and ministerial meetings such as the visit of Mr Benkirane to Tunisia help to increase the solid build up of relations between AMU member countries and to keep the development of the AMU in focus.

Another example of this is Libyan Interim Prime Minister Abdurrahim El Keib's call to Tunisian workers and companies to participate in the reconstruction of Libya, promising them plenty of work and investment opportunities during his May 17-18th visit to Tunisia as reported in Magharebia. Unrest between Libya militias and tribal violence near the Libyan Tunisian border crossing point of Ras El Jedir and the kidnapping of Tunisian workers has not deterred the two governments from pursuing joint efforts together and acknowledging a shared future.

In another development , a  group of top taxation officials have called on Tuesday to provide more coordination efforts in the field of tax between North African countries to promote and stimulate investment in the AMU.

Participants agreed, at the close of a meeting held in Rabat to organize during the current year of training sessions and workshops, Tunisia and Algeria, in order to make progress on collection of taxes, filing of returns and tax audit as part of the application of the Convention Maghreb, according to a statement from the General Secretariat of the AMU.

Also in Morocco ,Mohand Said Nait-Abdelaziz, President of the National Confederation of Algerian Employers (CNPA) at the Algerian Moroccan partnership forum in Algiers announced that "The next forum will be held in Marrakech in October 1200 and will include some operators with the aim to extend it to all economic sectors of both countries," according to APS.

Participants in this meeting, which also examined the prospects for the implementation of the Convention Maghreb, stressed the role of the Institute of North African Customs and tax experts in training in tax matters, emphasizing the importance of continuing the production of a guide Maghreb tax terminology  collaboration with specialized organizations, including the Arab Monetary Fund, the source added.

The Senior Officials Meeting of the tax was held in preparation for the next meeting of the heads of tax, scheduled in  November in Algeria, which will focus on developing the approach in Maghreb tax on the horizon for holding the next session  of the Ministerial Council Maghreb Finance and Money in a North African capitals.

Another encouraging development occured in Algiers where  Mr  Mohand Said Nait-Abdelaziz, President of the National Confederation of Algerian Employers (CNPA) ended the Algerian Moroccan partnership forum which was  held in Algiers by announcing that the next meeting of the forum would be in Marrakech, reported APS.

"The next forum will be held in Marrakech in October 1200 and will include some operators with the aim to extend it to all economic sectors of both countries," he said. Mr Nait-Abdelaziz confirmed that the second forum expected the red city, will be organized under the sign of all-out cooperation "on economic plans between the two countries and within the Arab Maghreb Union (AMU) and discuss obstacles to the reconciliation between the two parties. "
